AI-Powered Bobbi Transforms Nonemergency Policing in the UK
Thames Valley Police and Hampshire and Isle of Wight Constabulary have launched an innovative AI-powered digital assistant named Bobbi, aimed at reducing nonemergency call volumes. Deployed in November 2025, Bobbi has already handled approximately 200 nonemergency conversations daily, resolving nearly half without human intervention. This initiative is designed to streamline communication and improve accessibility for individuals seeking police assistance.
Addressing the Nonemergency Call Challenge
Historically, nearly 50% of nonemergency calls to these police forces were not related to new crimes but rather inquiries about ongoing cases. This translated to around 400,000 calls annually, with callers often waiting up to 24 minutes for answers that call handlers could not provide due to limited access to case details. Victims of domestic abuse or sexual violence faced the additional burden of repeatedly recounting their traumatic experiences, only to be told that an officer would be in touch later.
The introduction of Bobbi has significantly altered this dynamic. The AI assistant is designed not only to automate responses but also to escalate cases when necessary. By providing a more accessible channel for inquiries, Bobbi allows individuals to seek advice or support discreetly, fostering trust between the community and law enforcement. The digital assistant also accommodates multiple languages, broadening its reach among diverse populations that may face barriers when seeking help.
Chief Superintendent Simon Dodds from the Joint Operations Unit remarked on the transformative impact of Bobbi: “This is a pioneering moment in policing… ensuring our officers and staff can focus on the people and situations that need them most.” The early success of this initiative suggests a shift in how citizens interact with law enforcement services, potentially serving as a model for other jurisdictions.
How Bobbi Operates
Bobbi functions as a digital front door for nonemergency policing services, accessible via the police force’s public website and secure Citizens Portal. It draws from a verified knowledge base comprising 91 articles covering various topics, including parking violations and domestic abuse. Each response is crafted to be professional and empathetic, limited to 350 words for clarity.
The system is built with safeguards; it cannot access unverified sources or perform actions like filing reports or dispatching officers. However, it can identify high-risk situations based on keywords related to domestic abuse or sexual assault. In such cases, Bobbi alerts a human supervisor while seamlessly transitioning the conversation to live chat support. This ensures that sensitive issues are handled appropriately by trained personnel.
Tom Boyd, Digital Product Manager at Thames Valley Police, emphasized the importance of using technology responsibly: “We wanted to use the technology to deal with lower-level inquiries… so we can free humans up to give their support in high-harm situations.” The results indicate that this strategy is effective; Bobbi maintains a customer satisfaction score of 4.6 out of 5 and has escalated numerous high-harm cases daily since its launch.
A New Approach to Community Engagement
The most compelling aspect of Bobbi’s implementation is its ability to facilitate conversations that may not have occurred otherwise. For instance, one mother expressed gratitude after using Bobbi for guidance regarding her son’s school issues—she felt hesitant about calling the police directly but found comfort in discussing her concerns with the AI assistant.
In another instance illustrating its impact, a teenager facing threats at home utilized Bobbi instead of calling emergency services directly due to fear of being overheard. Recognizing the potential danger, Bobbi connected him with a human operator who dispatched police for intervention—an outcome that traditional methods might have failed to achieve in time.
Boyd noted the boldness required in adopting this new technology within policing: “It’s not been done in policing before… but if we can do it, it will be so much better for victims of crime and the public we serve.”
What This Means
The deployment of Bobbi marks a significant advancement in how nonemergency policing services are delivered in the UK. By leveraging AI technology responsibly, police forces can enhance accessibility while allowing officers more time to focus on critical situations requiring human intervention. As communities become more engaged with law enforcement through platforms like Bobbi, there is potential for improved trust and cooperation between citizens and police authorities. This initiative could serve as a blueprint for other regions looking to modernize their approach to community safety and support.
