If you’re seeing stalled generations, missing summaries in Notes, or research digests that never appear on your other Apple devices, you’re not alone. This guide walks through what’s actually causing the breakdown and how to restore full functionality.

What Causes This Issue

The root cause is rarely a single bug. Based on reports from users in the Apple Support Community and diagnostic patterns seen across recent iOS 26 and macOS 26 builds, the issue typically stems from one or more of the following:

  • iCloud sync bottlenecks — Apple Intelligence relies on Private Cloud Compute for heavier workloads, and if your device can’t authenticate with the secure enclave properly, generated content never publishes back to your library.
  • Regional model availability — Certain Apple Intelligence features remain gated by region and language. A recent locale change or VPN usage can silently disable the models.
  • Storage pressure — On-device language models require several gigabytes of free space. Devices running near capacity throttle or skip AI operations entirely.
  • Background App Refresh restrictions — When disabled system-wide or for specific apps, summarisation jobs queued in the background never complete.
  • Corrupted Siri and Dictation cache — Since Apple Intelligence shares infrastructure with Siri, a broken Siri profile cascades into AI feature failures.
  • Beta profile conflicts — Users still running developer or public beta profiles from earlier cycles often see mismatched model versions.

Step-by-Step Fixes

Work through these in order. Most users in the community report full restoration by step 4 or 5.

  1. Verify Apple Intelligence is enabled and downloaded. Open Settings, tap Apple Intelligence & Siri, and confirm the toggle is on. If the status shows “Preparing” or “Downloading,” leave your device plugged in and connected to Wi-Fi for at least an hour. The full model package can exceed 7 GB.
  2. Check iCloud status. Go to Settings, tap your name, then iCloud. Make sure iCloud Drive, Notes, and any relevant apps (Freeform, Pages, Mail) are actively syncing. Sign out and back into iCloud only as a last resort — this often clears the underlying token issue causing publish failures.
  3. Free up storage. Navigate to Settings, then General, then iPhone/iPad/Mac Storage. Aim for at least 10 GB free. Apple Intelligence quietly disables features when storage falls below roughly 4 GB.
  4. Restart with a forced network refresh. Toggle Airplane Mode on for 30 seconds, turn it off, then reboot the device. This forces re-authentication with Private Cloud Compute servers, which resolves most “stuck generation” reports.

If the standard fixes don’t restore publishing behaviour, try these more targeted adjustments.

Switch region temporarily. If you use Apple Intelligence in a region where it launched later, try setting Language & Region to United States (English) briefly. If features immediately start working, the issue is a locale-specific model gap that Apple typically patches within a release cycle.

Disable and re-enable Writing Tools per app. On Mac, open System Settings, choose Apple Intelligence & Siri, and scroll to the app-level toggles. Turning off Writing Tools for Notes or Mail, then re-enabling, forces the app to re-register with the AI framework.

Clear the Siri and Dictation history. Under Settings, Apple Intelligence & Siri, tap Siri & Dictation History and choose Delete. This wipes cached intents that can block new generations from publishing.

Check Focus modes. Certain Focus configurations suppress notifications and background activity for AI-generated summaries. Disable all Focus modes temporarily to test.

Rebuild Notes and Reminders indexes. If summaries appear in one place but not others, sign out of iCloud, choose “Keep on My iPhone” for the affected apps, then sign back in. The re-sync often restores missing AI-generated content.

Test on cellular vs. Wi-Fi. Some users in the Apple Support Community found that specific ISPs or captive portals block Private Cloud Compute endpoints. If everything works on cellular but fails on Wi-Fi, your router or DNS is the culprit. Switching DNS to a public resolver such as 1.1.1.1 or 8.8.8.8 usually resolves it.

  • Apple Intelligence remains stuck on “Preparing” for more than 24 hours with adequate storage and a stable connection.
  • The toggle for Apple Intelligence is greyed out entirely on a supported device (iPhone 15 Pro or later, M1 Mac or later, M1 iPad or later).
  • You receive repeated errors referencing Private Cloud Compute authentication.
  • Generated content appears on one device but consistently fails to publish across your Apple ID within 48 hours.

When you call or chat, request escalation to a senior advisor and mention that you’ve already reset Siri, cleared history, and verified iCloud sync. This skips the standard first-tier script and gets you to someone who can check server-side account flags.

Why does Apple Intelligence work on my iPhone but not my Mac? Each device downloads its own model package and authenticates independently with Private Cloud Compute. A failure on one device doesn’t affect the others. Repeat the fixes above on the affected device only.

Does using a VPN break Apple Intelligence? It can. Private Cloud Compute uses attestation that some VPNs interfere with. Disable your VPN and test again.
